تحلیلی بر نقش مسکن اجاره بشرط تملیک در تأمین نیاز گروههای شهری (مطالعه موردی: شهر کرج)

ملخص المقالة :
مسکن و تأمین آن برای گروههای کم درآمد شهری یکی از مهمترین مسائل مدیریت شهری از گذشته تاکنون بوده است. به نظر می رسد سیاست های اعمال شده در این زمینه به دلیل عدم تناسب با شرایط اقتصادی و اجتماعی اقشار کم درآمد شهری چندان چاره ساز نبوده است. هدف این تحقیق بررسی اجرای سیاست اجاره به شرط تملیک در استان البرز (شهر کرج) و نقش آن در تامین نیازهای کمی و کیفی گروههای هدف است. روش تحقیق توصیفی-تحلیلی بوده است و داده های تحقیق از طریق کتابخانه ای و پیمایشی بوسیله ابزار پرسشنامه و مصاحبه جمع آوری شده است. داده ها پس از استخراج با استفاده از نرم افزار آماری SPSS از طریق روشهای آماری توصیفی و استنباطی(آزمونهایt تک نمونه ای وtگروههای مستقل) تجزیه وتحلیل شده است. نتایج نشان می دهد بطور کلی واحدهای اجاره به شرط تملیک ساخته شده در محدوده مورد مطالعه نتوانسته است نیاز کمی و کیفی تامین مسکن گروههای هدف را برآورده نماید و ساکنان از شرایط واگذاری، کیفیت کالبدی منازل و دسترسی به تسهیلات و خدمات شهری رضایت ندارند و تنها دسترسی به خدمات انتظامی رضایت آنها را تامین کرده است.
