اقتصاد فضا و نابرابریهای منطقه ای؛ نمونه موردی: استان اردبیل

شناخت امکانات و تعیین سطوح برخورداری جامعه شهری، نخستین گام در فرآیند توسعه منطقهای و کاهش نابرابریها برای این جامعه به شمار میرود. ارزیابی سطوح نابرابری منطقهای و آگاهی از میزان برخورداری نواحی مختلف میتواند گامی مؤثر در برنامهریزی باشد. ابعاد نابرابری در حوزههای مختلف اقتصادی، فرهنگی- اجتماعی و زیستمحیطی قابلبررسی است. از میان ابعاد چندگانه نابرابری، بعد اقتصادی بدلیل داشتن ارتباط نزدیک با اشتغال و نقشی که اشتغال در کاهش فقر و نابرابری و بسترسازی برای دیگر ابعاد دارد دارای اهمیت خاص میباشد. یکی از مهمترین مسائل اقتصادی و اجتماعی موجود کشور در عصر حاضر مسئله اشتغال است که نقش اساسی در مهاجرتهای روستا- شهری و تعادلهای منطقهای ایفا میکند. از اینرو هدف پژوهش حاضر، سنجش نابرابریهای منطقهای شهرستانهای استان اردبیل از بعد اقتصادی میباشد. روش پژوهش از نوع توصیفی-تحلیلی میباشد. برای سنجش نابرابریهای منطقهای ازلحاظ شاخصهای اقتصادی از دو مؤلفه ساختار اشتغال و پتانسیل اقتصادی در قالب 26 شاخص استفاده شده است. جامعه آماری شامل10 شهرستان استان اردبیل بر اساس آمار سال 1390 میباشد. در این پژوهش برای بدست آوردن ضریب اهمیت معیارها از مدل آنتروپی شانون و برای تجزیه و تحلیل دادهها از مدل تاپسیس استفاده شده است. نتایج حاصل از تحقیق نشان میدهد که شهرستان اردبیل با میزان تاپسیس 814/0 در رتبه اول و شهرستانهای سرعین، نمین و گرمی با میزان تاپسیس 252 /0، 240/0، و 216/0 به ترتیب در رتبههای آخر قرار دارند. بر اساس میزان تاپسیس اختلاف بین اردبیل با گرمی 598/0 میباشد که این نشان از نابرابری منطقهای میان شهرستانهای استان اردبیل میباشد.
