مدیریت راهبردی توسعه پایدار گردشگری در مناطق ساحلی با استفاده از مدل SWOT و ماتریس QSPM (منطقه مورد مطالعه: استان مازندران)

ملخص المقالة :
زمینه و هدف: در سالهای اخیر روند توسعه گردشگری در سواحل استان مازندران، بدون توجه به برنامه ریزی اصولی و ظرفیت توان منطقه، موجبات اثرات نامطلوب زیست محیطی و تخریب ساحل را فراهم آورده است، از این رو هدف پژوهش حاضر ساماندهی فعالیت های گردشگری ساحلی در استان مازندران با ارائه یک برنامه راهبردی و اصولی و متناسب با شرایط منطقه می باشد. روش بررسی: پژوهش حاضر در سه مرحله صورت پذیرفته است. مرحله اول شامل تهیه ماتریس ارزیابی عوامل داخلی(IFE) و خارجی (EFE) می باشد. در مرحله دوم با تهیه ماتریس فرصتها، تهدیدات، قوت ها و ضعفها (SWOT)، راهبردهای متناسب با عوامل ارائه گردید. در مرحله سوم نیز با تهیه ماتریس برنامهریزی راهبردی کمی(QSPM)، راهبردها ارزیابی و راهبردهای برتر انتخاب شد. یافته ها: در ماتریس ارزیابی عوامل داخلی، بیشترین امتیاز وزندار به انجام پرژه های شناخت وضعیت منطقه و در ماتریس ارزیابی عوامل خارجی به مجاورت و نزدیکی به کلان شهر تهران اختصاص یافته است. بر اساس نتایج، 25 راهبرد از تجزیه و تحلیل عوامل داخلی و خارجی مدیریت راهبردی مناطق گردشگری ساحلی استان مازندران بدست آمد.بحث و نتیجه گیری: نتایج حاصل از ارزیابی راهبردها حاکی از آن است که اولین قدم در راستای اهداف مدیریت راهبردی مناطق گردشگری ساحلی، راهبرد SO3 با عنوان هدایت توسعه گردشگری ساحلی در منطقه بر اساس استقرار مدیریت یکپارچه مناطق ساحلی می باشد. راهبردهایWT1 (اصلاح سیاست های توسعه گردشگری بر اساس مطالعات استراتژیک)و WT2 (بکارگیری مکانیزم های مدیریت زیست محیطی شامل ارزیابی زیست محیطی استراتژیک (SEA) نیز به ترتیب در اولویت دوم و سوم قرار دارند.
