ملخص المقالة :
هدف تحقیق حاضر شناسایی چالشهای توسعه اجتماعی در استان آذربایجان شرقی میباشد. روش تحقیق حاضر کیفی بوده و از رویکرد نظریه زمینهای به عنوان روش عملیاتی پژوهش استفاده شده است. به منظور جمعآوری دادههای مورد نیاز از ابزار مصاحبه نیمهساختار یافته استفاده شده است. برای این کار، با 22 نفر از متخصصان و شهروندان استان آذربایجان شرقی مصاحبه انجام شد. یافتههای تحقیق حاکی از این است که چالشهای شناسایی شده در استان برگیرنده مقولههای چالشهای ساختاری (با زیر مقولههای تمرکزگرایی در تصمیم گیریهای استانی و ضعف در تخصیص بودجه)، چالشهای فرهنگی، اجتماعی (با زیر مقولههای خلاء مشارکتی و شکاف دانش) و چالشهای مدیریتی (با زیر مقولههای انتصابهای نادرست، بکارگیری یافتههای آمایش سرزمین، مدیریت ضعیف گذارها) و در نهایت چالشهای عاملیت محور (با زیرمقولههای فردگرایی و عدم مشارکت گروهی، برخورداری از شخصیت اقتدارطلب، تنگ نظری در تعاملات اجتماعی، عدم احساس تعلق شهری) میباشند. در مقاله حاضر، هسته مرکزی بدست آمده مدیریت توسعه اجتماعی میباشد. این مفهوم انعکاس مسائل و چالشهای مدیریتی گزارش شده در فرایند توسعه در حوزههای مختلف استان است.
