Abstract :
Abstract Globalization is a complex phenomenon that brings a new form of so cialrelations while at the sametime causing it sownlimitations .Although the west is the major ben eficiary of in for mationtechnologies of globalization, it seems that the majority of peopleindifferentpartsoftheworld, especially in the Persian Gulf,havenot benefited in spite of numerous development programs and in ternationalhuman rightsinstrument and in creasing concern a bout the raise of possibility off air coexistence on the national and trans-nationallevels. Thislimitationisbasically theresultoftheuneven distribution of information technologies and unequalsocialrelations between governments of the regionon oneside and governmentsand thepeople on the other. Byconsideration of then ewpremises of globalization under the information technologies and taking into account that the potentialoftechnologyincreasesthe potential fordialogue, this paper tries toanswerthefollowingquestion: towhat extentcanwe expectthepossibility of establishingafair dialogue in the Persian Gulf on thebasis ofmutual understanding? Theintention ofthispaper istoexamine theeffect ofinformation technologies on the culturaldialoguesin the Persian Gulfregion with in the context of globalization.
