Abstract :
People's participation in decision-making and administration, as a factor that provides the most acceptance for governments, has always been one of the most important values considered in governance. On the other hand, the increasing complexity of problems and needs, especially in the recent era, has caused governments to see themselves more than in the past in need of public participation and benefiting from their votes and increasing innovation. Therefore, they seek to discover and design new and online ways to attract public participation and eliminate the shortcomings of previous ways in the field of financing.
