Analysis of Inventory Management Challenges in the Iranian Public Sector (Case: Yazd Province Administrative System)

Abstract :
This paper tries to identify and analyze the challenges of establishing an inventory management system in the public sector of Iran by focusing on the administrative system of Yazd province. The approach of the research is quantitative, its purpose is applied and its nature is descriptive-analytical. After enumerating the challenges introduced in previous studies, by designing a questionnaire whose validity was confirmed by experts and its reliability was confirmed by Cronbach's test (equivalent to 0.88), we collected data from the target community (About 250 officials and experts in finance, procurement and warehousing were conducted in government offices in Yazd). Finally, 162 completed questionnaires were collected by stratified random sampling method. Statistical analysis while introducing the most important challenges (inflation rate in the economy, weak long-term planning in government organizations, lack of financial resources, instability of government policy and ambiguity in the economic conditions of society) indicates that the group of challenges related to "inter-organizational factors (within the government)" has a higher priority than other groups; and there is a significant and positive relationship between the index "importance of the challenge" and the index "difficulty of solving the challenge". The findings show that government organizations face varied challenges in establishing an inventory management system, and in order to overcome these obstacles, it is necessary to implement improvement programs at different levels within the organization and inter-organization. While overcoming some of these limitations depends on improving the macro conditions of society in economic and managerial dimensions.
