Abstract :
This research examines blockchain technology and its role in Iran's insurance and maritime transport sectors. The primary objective of this study is to explore the feasibility of aligning Iran's regulations with this technology and to create the necessary legal framework for policymaking to facilitate the adoption and implementation of this technology. This research employs a descriptive-analytical method, collecting data from library sources and examining practical blockchain case studies to analyze the regulations related to this technology. The research findings indicate that blockchain, with its decentralized, transparent, and secure characteristics, can significantly improve Iran's insurance and maritime transport processes, preventing fraud and optimizing information management. Blockchain can enhance the collection, organization, and analysis of data. This technology requires special attention to legal and regulatory considerations. By analyzing the regulations and proposing new perspectives, the study aims to provide a suitable legal framework for blockchain's successful adoption and implementation. The results show that the current laws in Iran are consistent with blockchain and suggest the changes or improvements needed for appropriate policymaking and legislation. The localization of blockchain faces challenges such as slow adoption, the need for stakeholder collaboration, governance issues, standardization, and dependence on oracles. To overcome these challenges, the development of regulations, international coordination, and the education of legal professionals are crucial. This research seeks to provide a legal and operational framework for adopting and implementing blockchain in the insurance and maritime transport industries.
