Abstract :

Since education as a cultural and social institution plays an essential and irreplaceable role in training human resources and producing social and cultural capital in the process of growth and excellence of the country, the researcher considers the main purpose of the study to document the fundamental transformation of education for successful implementation or Its failure has put it in the country's education organization. The research approach is qualitative and in the research, the method of content analysis has been used. For this purpose, 8 semi-structured specialized interviews with experts and presenters have been conducted. Data analysis in the open coding process led to the emergence of 429 codes in the form of 4 main sections. Data analysis based on content analysis shows that the four factors of the role of the implementing organization, the role of the policy-making system, the role of policy makers, the role of the nature of the policy, have an impact on the success and failure of the document of fundamental change in education. The data obtained as a whole document the fundamental transformation of education in implementation has been associated with failure.
