Then, based on the model, at three levels of conceptual-analytical, operational and political that each of these three competencies include resources or capabilities at three different levels of individual, organizational and systemic, were examined. Objective: To introduce the policy capacity as a new concept in the literature of political participation in Iran, upon which the boundaries and gaps between laws and practice can be examined.Method:This research has been done using “Q method” for classifying and scoring propositions and "critical discourse analysis". Findings:The results show that "individual" and "organizational" attitudes in the "analytical" dimension are the most important factors influencing women's political participation. Conclusion: discussion of the policy capacity based on its specific discourse space, which in the present study is women's political participation, should highlight other definitions and factors, such as cultural and ideological conditions that have a direct impact on the implementation of policies.
