Abstract :
Network governance is a decision-making process which is affected by stakeholders such as governmental, non-governmental and community actors. This research seeks to design a network governance model using the soft systems methodology in Shiraz Municipality. The statistical population of this study was the managers and experts of Shiraz Municipality, representatives of contractors providing urban services, representatives of the Islamic city council of Shiraz and university professors who were selected by non-probability sampling method in accordance with the snowball sampling. In order to collect data, library studies, organizational documents, semi-structured interviews were used. Based on CATWOE analysis, the owner, actors and components of all three systems were identified. The conceptual model of the network governance was designed based on subsystems: "Shiraz Municipality Governance Structure"; "Development of participation in private Sector and public sector", "Development of Citizens' Participation in network governance of Shiraz Municipality " The findings of the conceptual model of network governance in Shiraz municipality showed that the following factors need attention from the authorities: network governance infrastructures (legal, informational, human resources), the distribution of the power of multiple stakeholders, participation, effective communication skills and group decision-making, communication and information channels, alignment of economic and financial dimensions and capital supply.
