Abstract :
Now, the women account for some half percent of the population in each society and their presence in different social fields depends on the culture and public beliefs of their societies. Today, the active presence of women in different social fields and also in development process is always theoretically emphasized, but when it comes to the action something else occurs. At the present, it seems that the rights of women and men have been accepted in the legal system of our country, but there are still some job limitations as well as other limitations in the society that decreases the women’s presence in some jobs. Lack of growth for women in the work environments, the issue that women reach higher administrative and organizational positions less than the men and they are just the men who climb up the ladder of promotion and power to the highest steps are some of those unwritten rules that act stronger than the dominant regulations and despite the reforms created in this due over the recent years it seems that they have become a culture in such a way that there are many women, who enjoy the ability, skill, education and experience, while banned by the bureaucratic relations and it seems that there is always a glass ceiling for the women in the organizations that prevents them from promotion. This glass ceiling could be exactly described as the cultural factors that while they are not observed concretely, their effective existence could not be denied. We have investigated some of these cultural factors inside the Islamic Azad University, South Branch of Tehran which come in this research.
