Investigating the Role and Place of ICT on Citizens' Electronic Participation in Urban Management(Case Study: urban semnan)

Abstract :
Today, one of the most important measures of municipalities is the electronicity of urban services. The use of urban services has many benefits such as reducing air pollution, reducing traffic, reducing fuel consumption, reducing costs, accelerating the work and dozens of other benefits. Addressing these ICT discussions creates new opportunities for the municipality, while not paying attention to it in addition to losing opportunities can become a threat. Municipalities, as one of the organizations that provide the most services to citizens, can take effective steps to create cities and electronic citizens by electronicizing their services, as well as encouraging others to provide and use urban management services. This study was conducted in 2017. The type of research is applied and its method is descriptive survey. The collected data were obtained through field, library and descriptive data collection method. The sample size was determined to be 385 people using kressi and morgan decision making model table. The sample members were selected by available sampling method. The data collection tool is a questionnaire and the use of databases of internet sites. The questionnaires were distributed and completed among the citizens of The city of Semnan. One-sample t-test and binomial nonparametric test were used to investigate the hypotheses. The data were analyzed by SPSS software
