Strategic Planning Based on Functional Analysis

Abstract :
Smart cognition of future together with the rapid changes in a society is the basic factors forming planning process. Previous studies have shown two critical stances about traditional strategic planning process: a) approaches that emphasis on the rejection of the current environmental identification process and environmental analysis process, and b) the methods that are based on the efficiency improvement. To the best or the authors’ knowledge, the application of functional analysis in the context of scenario planning promises a new framework for the strategic planning process. Methodologically speaking, this study is a developing research; hence, it aims to improve the procedure methods of strategic planning. As a result, a framework for environmental analysis and presentation of the strategies is suggested, which contains two notable aspects of eliminating optimism and linear relations and Shortcuts of SWOT to determine strategies, and the identification of the factors and considering the scenarios accuracy, robustness testing strategies and key factors as well as the dynamics of the system. The present farmworker is a more accurate, dynamic and flexible future-oriented model than the traditional once in a sense that the factors are classified based on the severity of their impact on the system rather than their being internal or external. Being goal-oriented is the other aspects of the superiority of the present method.
