Abstract :
Social security and well-being of citizens and the responsibility of governments in fulfilling it has been one of the most important human needs and one of the main factors in maintaining and continuing life throughout human life. From the point of view of national development, social justice and economic growth, ensuring the well-being of citizens, the quantity and quality of food consumption patterns, and the health and hygiene of people in the society, is the main in the context of human-centered movement, and issues such as lack of welfare and malnutrition are effective deterrents. It is considered on the process of national development.The research method is descriptive and analytical which is collected through the library method. The purpose of the research is to examine the responsibility of the government towards the welfare of the citizens, the findings of the research indicate that according to the rules of Islam such as verses, hadiths and traditions and domestic laws such as the constitution and customary laws and documents such as the vision document on the issue of providing social welfare by the rulers and considers it one of the important duties of the government.If the government does not fulfill its duties towards the citizens and it leads to damage to them, it is required to compensate the damage or has a so-called civil liability. In order to establish civil liability, it is necessary to have three pillars of harm, the commission of a harmful act and the relationship between them.
