چکیده مقاله :
تحقیق حاضر با هدف شناسایی نقاط ضعف ساختار نظارتی در مناقصههای پروژههای زیرساختهای عمرانی با استفاده از روشهای ترکیبی دلفی فازی و تحلیل سلسله مراتبی فازی (مطالعه موردی:شهرداری شیراز) طراحی و اجرا گردید. شیوه نمونه گیری به صورت هدفمند و در دسترس خواهد بود. بدین صورت که از بین خبرگانی که در دسترس میباشند، بعنوان نمونه انتخاب خواهند شد. روش دلفی جهت استخراج و یا غربالگری شاخصهای مساله تصمیمگیری استفاده گردید.بنا بر تجربیات و نظرات نویسندگان، تعداد افرادی که در پانل دلفی قرار میگیرند معمولا بین ١٠ تا ١٥ نفر هستند اما با توجه به ضریب اهمیت موضوع، این تعداد را به 35 نفر افزایش دادیم.دادهها پس از دو راند فازی زدایی تجزیه و تحلیل صورت پذیرفت .نتایج مربوط به آلفای کرونباخ نشان داد که میزان پایایی 916/0 محاسبه گردید که نشان دهنده اعتبار و همبستگی درونی عالی گویهها میباشد. با توجه به مولفههای استخراجی، 5 عامل مهم استخراج گردید که شامل :1- قانونگرایی 2- شفافیت 3- استقرار و توسعه سامانههای الکترونیک و فناوریهای نوین 4- نظام نظارت و کنترل داخلی 5- شایسته سالاری میباشد. با توجه به مولفههای استخراج شده 27 سوال طراحی گردید که جهت اعمال نظر درروش دلفی فازی در قالب دو راند بررسی گردید، گویه شایسته سالاری و از مولفههای مربوطه این گویه، مولفههای زمینه سازی جذب و نگهداری نیروهای متعهد و متخصص به عنوان مهمترین و در پنل رتبه بندی به عنوان اولویت اول مشخص گردید.
The current research was designed and implemented with the aim of identifying the weaknesses of the supervisory structure in civil infrastructure project tenders using the combined methods of fuzzy Delphi and fuzzy hierarchical analysis (case study: Shiraz Municipality). The sampling method will be targeted and accessible. In this way، they will be selected as a sample from among the experts who are available. The Delphi method was used to extract or screen the indicators of the decision-making problem. According to the experiences and opinions of the authors، the number of people who are included in the Delphi panel is usually between 10 and 15 people، but considering the importance of the issue، this number should be increased to 35 people. we gave The data was analyzed after two rounds of de-fuzzification. The results of Cronbach's alpha showed that the reliability rate was calculated as 0.916، which indicates the high internal validity and correlation of the items. According to the extracted components، 5 important factors were extracted، which include: 1- legality 2- transparency 3- establishment and development of electronic systems and new technologies 4- internal monitoring and control system 5- meritocracy. According to the extracted components، 27 questions were designed to apply the opinion in the fuzzy Delphi method in the form of two rounds. And it was identified as the first priority in the ranking panel.
Extended Abstract
Introduction
The important issue in this research is to investigate and identify the weak points of the supervisory structure in construction tenders (case study: Shiraz Municipality). The legal mechanism governing the process of holding tenders and its execution by executive bodies and its supervision are all prerequisites for the regulation of the municipal procurement market
Methodology
In order to organize the various concerns of the managers of Shiraz municipality regarding the correct method of evaluating suppliers، structural reform of the transaction commission، reforming the selection processes of contractors، the new approach of the supervisory structure in the process of conducting transactions and tenders... In the first step، it is necessary to examine the existing conditions، monitor It is the information and finally the audit of these conditions that makes a comprehensive information system regarding transactions and tenders in Shiraz Municipality to be extracted. Two hypotheses will be proposed 1- Does the monitoring of construction infrastructure project tenders identify the weak points of the structure in municipality
2- Does the monitoring of civil infrastructure project project tenders bring transparency in contracts to a significant extent. Considering the current potential of human capital and elites who had acquired knowledge and skills regarding tenders and transactions of Shiraz Municipality after years of experience، the void of the specialized working group regarding the audit of the current situation and finally a logical and workable solution was quite noticeable. The main topic of this research، which was and still is one of the main concerns of Shiraz municipality، was presented in the evaluation and prioritization process of fuzzy Delphi method and Super Decision software، and the result of the obtained results will be explained below.
Results and Discussion
One of the problems and problems of the supervisory structure in tenders is the lack of supervision of all stages of the transaction process، evaluation of competence and finally the appropriate and worthy selection of contractors and suppliers، and always providing the possibility of online monitoring of all stages of transactions at any place and at any time through managerial and supervisory reports of the entire selection stage. The contractor has been one of the requirements and challenging issues of every governmental and non-governmental institutions.
Among the works done in this field، we can mention the article on transparency and fighting corruption in the conclusion of administrative contracts by Hasan Naimeh. . In this article، Naymeh points out that one of the ways to prevent corruption in the process of holding tenders is to observe the principle of transparency in the laws related to the procurement and supply of goods and services from the non-governmental sector. Also، in the article "Legal pathology of holding tenders in Iran" he has investigated the legal problems related to holding tenders (Rahmani et al، 2014:153). In the psychological research article of management under the title of the effect of knowledge-based leadership on sustainable competitive advantage with the mediation of management meritocracy، which has been discussed regarding the case study of Tehran post office، it has been clearly discussed that the post office in the field of competition، if it has an advantage will be able to benefit from the services of competent managers. Competent managers implement a kind of knowledge-oriented leader in the organization
Conclusion
Considering the results obtained from the output of the Super Decision software and the acceptance of this issue that this structural weakness can be covered in the dimension of meritocracy and the foundational component of attracting and maintaining committed and expert forces، it is important to mention that cooperation and The continuation of the cooperation of the committed and expert forces requires providing a platform for this cooperation in Shiraz Municipality، which will lead to growth and progress in the performance of the municipality.
