ارزیابی بلوغ همراستایی فناوری اطلاعات و کسب و کار در نظام سلامت با بهرهگیری از الگوی امتیازی (مطالعه موردی: دانشگاه علوم پزشکی ایران)

چکیده مقاله :
مقدمه: همراستایی عاملی کلیدی در ایجاد و حفظ مزیت رقابتی، خلق ارزش و تحقق اهداف سازمان و مساله همیشگی مدیران است. در حوزه نظام سلامت علاوه بر پویایی محیط، تعدد حوزههای کاری (آموزش، درمان، بهداشت و ...)، تحقق همراستایی را با چالش مضاعفی مواجه میکند. ارتقاء همراستایی نیازمند نگرش استراتژیک و مشارکت تمام مدیران و نقطه آغاز این فرایند، درک موقعیت سازمان است. هدف این پژوهش ارزیابی بلوغ همراستایی در دانشگاه علوم پزشکی ایران و ارائه راهکاری برای ارتقاء آن بود. روش پژوهش: این پژوهش کاربردی، به روش توصیفی - پیمایشی و در تابستان 1396 انجام شد. جامعه پژوهش، مدیران ستاد دانشگاه ایران بود که به سه حوزه اجرایی، آموزشی و فناوری اطلاعات تفکیک شدند. روش نمونهگیری تصادفی - طبقهای و حجم نمونه با استفاده از جدول مورگان 122 نفر بود. برای گردآوری دادهها، پرسشنامه لوفتمن (2015) ترجمه و پس از تایید روایی و پایایی، استفاده شد. تحلیل دادهها با SPSS و آزمون فریدمن انجام شد. یافتهها: میانگین همراستایی، 2/55 بود. ابعاد زیرساخت، مشارکت، مهارتها، ارتباطات، شایستگی و حاکمیت با میانگین 2/78، 2/67، 2/64، 2/63، 2/49، 2/17 در رتبه اول تا ششم قرار گرفت. همچنین الگوهای امتیازی ابعاد همراستایی در کسب و کارهای مختلف سازمان متفاوت بود. نتیجهگیری: سازمان در سطح دوم بلوغ همراستایی قرار داشت و هدف باید رسیدن به سطح سوم باشد. در ابعاد زیرساخت و مشارکت وضعیت مناسب بود اما ابعاد حاکمیت و شایستگی و ارزش وضعیت مطلوبی نداشتند و سازمان نیازمند بازنگری و ارتقاء حاکمیت فناوریاطلاعات است. همچنین یکپارچگی نگرش مدیران حوزههای کاری مختلف (بر اساس الگوی امتیازی) در حوزه همراستایی ضروری است.
Introduction: Alignment is a key factor in creating competitive advantage, value and realizing the goals of organization, and the permanent concern of managers. In "Healthcare system", in addition to environmental dynamism, the plurality of Business is the challenge to achieving alignment. Alignment requires a strategic attitude and the participation of all managers and the starting point of this process is to understand the position of the organization. The purpose of this study was assessing the Business-IT Alignment Maturity of "Iran University of Medical Sciences" and provides a strategy for promoting it. Methods: This descriptive-survey research was conducted in the summer of 2017. The research population was "Iran University" managers, who were divided into three areas: executive, educational and IT. The stratified random sampling method was used and the sample size was 122. For data collection, the Liftman questionnaire (2015) was used. Data analysis was performed with SPSS and Friedman tests. Results: The mean of alignment was 2.55. "Infrastructure", "partnership", "skills", "communication", "competency" and "governance" were ranked first to sixth (2.78, 2.67, 2.64, 2.63, 2.49, and 2.17). Also, the scoring patterns of alignment dimensions were different in businesses of the organization. Conclusion: The organization was in the second level of alignment maturity and the goal should be the third level. The situation of "infrastructure" and "partnership" was appropriate, but "governance" and "competency" were not favorable. The organization needs a change in the "governance" of IT. It is also necessary to integrate the attitudes of managers in different areas of the organization.
