Studying the level of impact of factors affecting the implementation of human resources strategies

Abstract :
Efficiency and effectiveness of each organization depends on the management and efficient use of human resources. The alignment and linking of the strategies and contributions of the managers of different spheres of human resources with the top management of the organization, has the development of human resources that Needs the implementation of planning for human resources development, the main problem in this study is the impact of factors that cause the gap between formulation and flow of strategies.The purpose of this study was to investigate the effect of factors affecting the current hr strategy. The statistical population consists of 990 experts, senior experts, supervisors, and managers of Tehran Municipality and certain governmental entities, and finally 277 questionnaires are reviewed. The hypothesis of the study is tested through smart.PLS software program. The results of the findings indicate that the amount of GOF index equals 0.579 which is a proof for the high quality of the model. All variables identified in the model were significant and the relationships between the variables in the model were significant and the variables considered in each part were significant.
