Abstract :
Employee performance appraisal is a century-old issue. The aim of this research is to provide an optimal model for appraising the performance of employees in Iranian public organizations. This research is developmental in terms of its purpose, practical in terms of its audience, and exploratory with a qualitative approach in terms of its method and nature. The statistical population of the research is the selected articles and books that were extracted from Scopus and Google Scholar databases in the foreign field (in the period from 2000 to 2023) and in the domestic field from the databases of Mag Iran and the Scientific Information Database of Jihad University (in the period from 2016 to 2023). In total, by examining and analyzing 81 domestic and foreign book and article titles and using Maxqda software, out of a total of 1516 Coded segments, 215 basic themes, 27 organizing theme (including operational solutions for the effectiveness of the performance appraisal system) and five The inclusive theme (including raters, ratees, appraisal indicators, appraisal methods and appraisal objectives) was extracted, which was finally displayed in the theme map. By applying the research model in the appraisal system of the public sector, while avoiding the problems of the traditional system, several advantages are expected, including the motivation and acceptance of the appraisal system by the rater/ratee and the improvement of their relationships, creating a functional distinction between active and inactive employees.
