E-City Management Model with an Approach to Developing E-Economy to Participate in International Markets

Abstract :
The e-city offers a large part of its services through the web and provides the necessary ground for providing quality, fast and low-cost services by using electronic mechanisms. Therefore, the purpose of this study is to design an e-city management model with an e-business development approach to participate in of exploratory and fundamental type which has been done in the framework of qualitative approach and using the research method of foundation data. Data collection tools were semi-structured interviews and in order to collect information, 28 experts were involved in purposive sampling method, including university professors, those involved in urban management in the country. Data analysis was performed in three stages of open coding, axial coding and selective coding using Maxqda2020 quality software. Based on that, a qualitative research model was designed. The results of the present study show the identification of 122 open source code, 12 subcategories or concepts and 6 categories of extraction and their characteristics. In this regard, extractive categories in the form of causal conditions include: lifestyle changes, the need for urban management, legal guidelines, central categories including: e-city development, governing context including: infrastructure, information technology, laws and regulations, intervening conditions including: obstacles Facilitators (managerial factors, managerial and educational barriers and cultural anomalies) Strategies included: Promoting e-readiness, training and outcomes including: Economic development and e-business. Therefore, in applying the comprehensive framework for developing an e-city management model with an e-business development approach in the city of Tabriz, integration in intuitive judgment and rational analysis should be considered.

Nowadays, information technology allows people to achieve their goals faster. Creating an e-city and stepping into the technology stage is also an undeniable opportunity. This city is a factor in creating glass organizations so that all the functions and goals of the organization are clearly visible. E-City ensures citizens' electronic access to municipalities, government offices, businesses and all urban cultural and health services around the clock. The city has an advanced telecommunications information platform, which can be used to communicate with homes, schools, organizations and domestic and international business centers via computer. By increasing e-businesses, e-cities can reduce urban traffic costs, increase investment as a result of expanding global communications, save on limited fuel consumption, boost the economy, reduce citizens' time wasted in traffic, reduce environmental pollution, and increase employment. And help develop international businesses. In order for e-strategies to guarantee a meaningful development perspective on topics such as the Internet and "information and communication technology", it is imperative that these strategies be designed internationally. The field of e-city is not limited to urban and administrative activities and services, but also creating the necessary facilities for business prosperity is one of the main goals of establishing e-government and e-city. One of the benefits of new technologies, especially in cyberspace, New jobs. With the advent of electronic technology, thousands of new jobs are defined and many people are attracted to these jobs. Of course, every new technology needs its own new and special allocations, and certainly the need for these allocations will create new jobs in this field, and this issue will bring new job opportunities for the citizens of a society. Therefore, with the establishment and realization of huge projects such as the city and e-government, thousands of new jobs and professions will be created and many people will be employed. Is the development of e-business. In order to achieve this goal, the questions are posed as follows: What are the causal conditions of e-city management model with e-business development approach ?, What are the central categories of e-city management model with e-business development approach ?, City management model strategies What are the intervening conditions of the e-city management model with the e-business development approach? The governing platform for providing the e-city management model with the e-business development approach to enter international markets What are the consequences of providing an e-city management model with an e-business development approach?
Methodology
The overall purpose of this study is to provide an e-city management model with an e-business development approach from the perspective of experts. The present study has been conducted within the framework of a qualitative approach and using the data theory theory of the foundation and the required data has been collected using semi-structured interviews. This research intends to collect, analyze and explain the research subject using the data theory method of the foundation. The statistical population of this research is composed of those experts and experts in the field of urban management of the country who could provide valuable information to the researcher. Sampling in this study was done purposefully.
Results and discussion
Data analysis of this study based on the instructions of Corbin and Strauss (2008) includes three main stages of open coding, axial coding and selective coding. Finally, the theory (qualitative model) of the research is expressed. The extracted categories according to Strauss and Corbin's model should be placed in 4 sections: conditional (causal, contextual, intervening), main category, strategies (interactions) and consequences. In this regard, extractive categories were categorized as follows: Causal conditions: lifestyle change, the need for urban management, legal guidelines Central conditions: e-city development Governing context: infrastructure, information technology, laws and regulations Intervenor conditions: barriers, facilitators (managerial factors, managerial and educational barriers and cultural anomalies) Strategies: Promoting e-readiness, training Outcome: Development of business and e-economy with an international approach In the following, the major categories are related to each other in the form of a paradigm model (contextual model) around the core category. In fact, the drawn model formally describes the category and analyzes and explains it. This process is called combining the core category and refining and decorating the resulting structures.
Conclusion
Experts' proposed strategies for developing e-businesses to promote e-readiness and education in Tabriz include: automation and creation of electronic processes, model for promoting the virtual culture of the country, upgrade e-readiness of society and government, comprehensive planning, upgrade infrastructure, upgrade usage culture From electronic facilities and mechanisms, use of successful experiences of other countries and localization of e-city development models, use and assistance of experts and use of successful international experiences, establishment of electronic window, increase of e-businesses, agile and specialized approach, expansion of activities The basis of new technologies, simulation of urban administrative structure, transparency of executive bodies (government), identification and analysis of urban needs based on climate, use of excellent practices in this field around the world and localization of these components based on country culture, knowledge transfer mechanisms, Coordination between units, modeling of countries that are implementing e-cities, diversification and strengthening of the knowledge-based economy, access to integrated and modern information Rate Data, a long-term plan for the development of e-cities, the creation of e-social justice, preparing people for education and learning and the strict implementation of its provisions, promoting community media literacy to use e-city services, educating citizens, developing effective and operational plans to promote Knowledge, culture of electronic platform and information technology are among the different strata of society that these strategies and strategies should be used for the development of electronic economy and international business. New opportunities for domestic and international e-business and e-business, e-business development, e-business development and prosperity, e-commerce boom, service delivery, entrepreneurship, traffic reduction, pollution reduction and environmental damage Restricting oil exports by developing e-business in the international arena and penetrating international markets will lead to an increase in gross national income and lead to more exports and entry into international markets.
