Abstract :
One of the emphatic obligations is to order the good and exhort against forbidden which is legislated to care about human holy nature and reach human's educative goals. Another important issue in Islam is modesty that means moderated inner power of passions and instincts. The philosophy of ordering the good and exhorting against forbidden is human education. Its incidental goals are the responsibility of a person who orders the good and exhorts against forbidden to follow God's command and holy nature, promotion of goodness, and prevention of obscenity in society. To order the good and exhort against forbidden have different levels; if heartfelt denial isn't effective, verbal mention should be done. If verbal mention isn't effective, practical action and manual denial should be done. This shows that Islamic lawmaker determines to eradicate the base of sin and announce the modesty in society. Social institutions should provide conditions for ordering the good and exhorting against forbidden and also increase people's awareness about it by education and information program.
