Identifying the Barriers in Implementing Entrepreneurship and Innovation policy in Development Plans of the Islamic Republic of Iran

Abstract :
Background:Proper and desirable implementation of entrepreneurship policies as a driver of innovation and economic growth plays a key role in economic development and the emergence of knowledge-based economies. The implementation phase is one of the most important and challenging stages of the policy process. This stage is the starting point for realizing the goals. Several factors can play a role in the implementation of a policy. The researchers, in their turn, described the factors influencing the successful implementation of a script, pgnoring attention to these factors con challenge the implementation of the policies. Purpose: The objective of this research is to achieve the most important barriers in the implementation of development programs in the field of entrepreneurship. Method: This study was conducted in terms of practical purpose, collecting qualitative data and using a deep interview technique with 14 experts and development program executives. The purposeful sampling method and the criterion for determining the sample size is the theoretical saturation obtained in the 12th theoretical saturation, Also for data analysis, open and axial coding was used. Findings: obstacles include: the nature (the lack of a single custodian, the lack of the standardization of laws, the multiplicity of rules and the non-alignment of the rules), participatory (lack of participation of actors and lack of Stakeholder participation), executives (lack of commitment and accountability in the executives, lack of appropriate training for administrators, weaknesses and inefficiencies of the executives, lack of proper coordination between executives and change of effective implementers), environmental barriers (conditions Inappropriate environment, inadequate administrative structure, inadequate political will, and lack of commitment Implementation (no need for implementation, inadequate execution time, lack of implementation tools and inadequate implementation capacity), and regulatory (lack of proper oversight of implementation, lack of enforcement, the existence of devices and independent monitoring system, inappropriate tools Evaluation and non-receipt and reflection feedback). Conclusion: According to the results of this research, the country's most reliable way to achieve the goals set out in the development plans is to create an appropriate structure for the formulation of desirable polices, the determination of the executor and the use of comments, stakeholders.
