تبیین موانع یکپارچه سازی اراضی کشاورزی (مطالعه ی موردی: شهرستان بوکان)

چکیده مقاله :
کشاورزی با واحدهای بهرهبرداری کوچک، به دلیل عدم استفاده مؤثر از فناوری و امکانات نوین، از عوامل محدود کننده بهرهوری و بازدهی تولید در بخش کشاورزی محسوب میشودکه قادر به تامین حداقل مواد غذایی مورد نیاز جامعه نخواهد بود. این تحقیق با استفاده از روش توصیفی -پیمایشی با هدف بررسی موانع یکپارچهسازی اراضی در شهرستان بوکان انجام شدهاست. جامعه آماری تحقیق بهرهبرداران شهرستان بوکان بودند. از بینآن ها 200 نفر از طریق فرمول کوکران و به روش تصادفی ساده به نسبت متناسب انتخاب شدند. دادههای مورد نیاز از طریق پرسش نامه محقق ساخته گردآوری شدند. روایی و پایایی پرسش نامه بر اساس نظر اساتید و کارشناسان مرتبط و با استفاده از ضریب آلفای کرونباخ (87 درصد) تأیید شد. نتایج توصیفی تحقیق نشان داد میانگین سنی بهره برداران 41 سال و به طور متوسط 21 سال سابقه کار کشاورزی داشتند. هر کشاورز به طور متوسط 3 قطعه زمین کشاورزی دراختیار دارد. نتایج تحلیل عاملی نشان داد، شش عامل، موانع فرهنگی، موانع اجتماعی - مشارکتی، موانع آموزشی، موانع اقتصادی، موانع قانونی و سیاستگذاری و موانع ساختاری (توپوگرافی) در مجموع توانستند حدود 73 درصد از واریانس موانع یکپارچهسازی اراضی را تبیین کنند. نتایج نشان داد متغیرهای عدم آموزش روش های مناسب یکپارچهسازی، عدم شرکت کشاورزان در کلاس های توجیهی، رونق خرید و فروش اراضی کشاورزی، باورهایسنتی جامعه در مورد اراضی، ساختار قوانین خاص نظیر ارث و وقف، مالکیت زمین، عدم توجه به وضعیت اقتصادی روستاییان، عدم مشارکت بانک ها، عدم سرمایه گذاری مناسب در بخشکشاورزی، متغیرهای مهم تبیین موانع ششگانه یکپارچهسازی اراضی کشاورزی شهرستان بوکان میباشند.
Agriculture with small-scale units, because of the lack of effective use of technology and modern facilities, is considered to be a limiting factor in the productivity and productivity of production in the agricultural sector, which cannot provide the minimum food needed by the community. This research uses a descriptive-survey method to study the barriers of land consolidation in the Bokan County. Statistical population of the study was included all Agricultural beneficiaries of Boukan county that out of them, 200 sample were selected by Cochran formula in a simple random sampling method.The researcher-made questionnaire was used for data gathering that’s validity and reliability was confirmed by experts and Cronbach's alpha coefficient was 0.87. Descriptive results showed that the average age of the farmers was 41 years and had an average of 21 years of agricultural work experience. The average owner of each farmer was 3 pieces of land. The results of factor analysis showed that six factors included; cultural barriers, social-participatory barriers, educational barriers, economic barriers, legal barriers and policy and structural barriers (topography) could explain about 73% of the variance of barriers to land consolidation.The results showed that, lack of training on appropriate consolidation methods, lack of farmers' participation in explanation classes, buying and selling agricultural land, traditional beliefs, the structure of certain laws such as inheritance and grant, land ownership, lack of attention to the rural economy, lack of participation of banks and lack of proper investment in agricultural sector, are the most important variables of the six-factor barriers of agricultural land consolidation in the Boukan county.
